UWV

Optimisation of cost accounting

The UWV (Employed Persons’ Insurance Administration Agency) has a responsibility to maximise the cost effectiveness of its operations, but different divisions did this in different ways. The UWV also wanted more insight into the changing structure of the organisation, more control over the cost of each communication channel, and advice on making ICT costs transparent.

Task description

Leading the business controllers in the further development of cost accounting models for internal (budget cycle) and external (accountants and ministry) accountability.

Results

  • Trained business controllers
  • Cost model, ICT service centre
  • Cost model, client contact centre
  • Process analysis and cost model, enforcement division

Approach

Drew up scenarios and identified processes, group-wide and in each division. Together with the employees, developed a model and approach. Placed a particular focus on employee coaching and training across the department, so that staff had ownership of the approach. Helped to provide insight into automation costs and channels, and enhanced uniformity and coherence between divisions using model guidelines and tooling.
